PMGSY Phase II, approved in 2013, focused on upgrading the existing rural roads built under Phase I to required specifications and providing all-weather connectivity to remaining unconnected habitations. The second phase also covered habitations of 250+ population in IAP (Integrated Action Plan) districts. Phase II continued till 2019 and Phase III began thereafter. The Phase II structure and targets were substantially different from the original Phase I mandate.
