The National Social Defence Programme funds NGOs for de-addiction, rehabilitation, and reintegration of persons dependent on drugs and alcohol, and provides care and protection to beggars, transgender persons, and other marginalised groups. It operates through Integrated Rehabilitation Centres for Addicts (IRCAs) across India.
