Introduced in October 1953 as a lighter-intensity precursor to the Community Development Programme, the National Extension Service extended government outreach to rural areas not yet covered by CDP blocks. It used extension workers to disseminate improved agricultural practices, health education, and cooperative organisation. The NES blocks were later upgraded to full CDP blocks.
