Launched in 1970 alongside SFDA, the MFAL scheme targeted the most vulnerable rural population — marginal farmers (less than 1 hectare) and landless agricultural labourers. It sought to increase their income through subsidiary occupations like animal husbandry, fisheries, and forestry, as well as wage employment. Like SFDA, it was merged into IRDP in 1980.
