Launched in 1997 to mark 50 years of Indian independence, this scheme provided home loans to rural households at concessional rates through Housing Finance Companies and commercial banks. It targeted non-BPL rural households who were not covered by the grant-based IAY. The scheme was discontinued after the Rural Housing Fund mechanism under NHB proved more effective.
